He was born in Santo Domingo on October 9, 1961, is a graduate Industrial Engineer from the Technological Institute of Santo Domingo (INTEC). He has completed graduate studies in human resources management, specializing in bank branches, bank restructuring and process quality.

He began his banking career in Banco Popular Dominicano in 1984, where until 1990 he held various positions from Methods and Systems Analyst to Second Vice Project Manager. Later (1990-1998) he served as Division Manager Account Management & Banking Manager Model, where he was responsible for the divisions in charge of verification and financial control of daily operations of deposit accounts, management of customer information, management physical cash in the central vault, ATM cash control, complaints handling, shipping and distribution of statements and correspondence, among others. Under his supervision over 300 employees.

In 1998 he was appointed Vice President Area Management & Control Account, where he was responsible for the creation, development and implementation of imaging system records for the bank. He was also responsible for coordinating the group of users from all areas of the bank for the certification of internal applications bank to overcome the problems of 2000. He has taken several courses in banking such as: Corporate Rating and Euromoney (2000) Finance; Banking Traning Seminar of the International Finance Corporation (IFC) in San Salvador, El Salvador (2001); Firts International Banking Seminar of Union Bank in Miami, Florida (2001); Environmental Management in the Financial Sector IFC and the IIC in Miami, Florida (2001); Accessing The Capital Markets: Funding & Investments Alternatives Euromoney (2002); Treasury Skills Bourse Game of Citibank (2002) and Risk Management in Banking Euromoney (2003). In 2008 he obtained certification Certified Anti Money Laundering Specialist (CAMS) issued by the prestigious organization ACAMS, of which he is a member. He is a member of the Board of ACAMS Chapter Dominican Republic.

He worked from 1998 to 2005 at Banco Popular Dominicano where he participated in the Advanced Management Training Program that gave a complete overview of all areas of the institution. Later he served as Manager of International business area where it was developed as Trader that area. Then as Manager in the International Division he was responsible for structuring financings in foreign currency with international organizations specialized funds (IIC, PROPARCO, FMO). He was responsible for maintaining this portfolio and Liaison Officer between these agencies and the BPD.

He participated with the international consulting firm McKinsey & Co in developing the strategic plan of Banco Popular Dominicano for the 2002-2005 period and the restructuring of the Treasury Department with these consultants.

Following this participation is appointed Division Manager of the Treasury of the institution in charge of the Bureau of Change. Currently he is a founding partner of Best Credit Corporation, S.A. company dedicated to financial services.
